- The Board of Water Works Trustees may hold a closed session under Section 21.5(1)(a) and Section 622.10(1), or Section 21.5(1)(c) Code of Iowa, or both, to review and discuss opinions of counsel respecting wholesale rates currently under consideration and in particular (1) to discuss records authorized by law to be kept confidential; or (2) to discuss strategy with counsel “where litigation is imminent” and where the disclosure of strategy “would be likely to prejudice or disadvantage” the utility.
